In accordance with the scheme, that now is regarding by the European Commission, people possessing the necessary qualifications will be offered a two-year renewable permit to work throughout the EU.
For applicants of the "blue card", however, are made rather strict demands: they must have a diploma that is recognized in Europe, have at least three years of professional experience and apply for a vacancy which can not be filled by candidates from EU countries.
Statement by European Commission
For these proposals come into force, they must be approved by all 27 countries of the European Union. At the same time observers believe that the United Kingdom, Ireland and Denmark may deny a "blue card" in their countries.
Some politics in the Netherlands and Germany are not enthusiastic about the European Commission's proposal and the representatives of the Austrian government called the plan "centralization, that is getting too far."
In the next 20 years, according to experts, the EU will need 20 million skilled migrants; particularly acute shortage of them felt in such areas as engineering and computer technology.
"To sustain and accelerate economic growth in the EU, it is very important for Europe to attract high qualified people – told the European Commission. - Qualified and highly skilled workers now prefer the U.S., Canada and Australia."
"We must work hard to make the EU an attractive destination for such people. To do this, the EU must provide a united front and not make a difference in the immigration policies of each country", - said the EU leadership.
To counter fears of European trade unions, who fear the arrival of the Old World cheap labor, the Commission also proposes to make the salary of the holders of the "blue card" at least three times higher than the minimum wage in the host country.
Considerate area
According to the European Commission, in countries outside the EU, today there are special rules for skilled migrants, but often such rules are relevant only to certain areas, such as art, or relate only to transfer from one country to senior managers working in multinational corporations .
